Here's the pattern I keep seeing, composited from several sellers I've reviewed: a room runs "buy anything this hour and you're entered to win the bundle." That's prize + chance + consideration — an illegal lottery structure, and the seller had no idea, because every other room they watched ran the same thing. Popularity is not legality. The fix took ten minutes: add a free entry method ("comment your state to enter — no purchase necessary") and suddenly buyers and non-buyers are in the same pool, legally.
